During the 2017 cross-country season, Phillips won races at the Cougar Cross-Country Challenge, the Big Bend Cross-Country Invitational, the Buffalo Invitational, the District 3 Championships, the Region 1 Championships, and the FHSAA 3A State Championships. The State title was the second in a row for Phillips. In the post season, Phillips placed second in the boys' 5K at the Foot Locker South Regional, qualifying for Foot Locker Nationals, where he placed sixteenth. Phillips was the top Florida finisher in both post-season races, and his sixteenth-place finish at the National meet is the highest placing by a Florida boy since 2010, when Jimmy Clark placed seventh and Ryan Pickering ninth.

Phillips has committed to run for Syracuse University in fall 2018.
